Domains & Blood Tax

Territories

Territories are large sections of the city; they are an important measure of political power on the council.

There are 5 Territories of New York, each with 7 Domains.

Domains

Domains are places of human gathering that serve as excellent hunting grounds.

These Domains provide resources to their Custodian and their Clan.

Control & Management

Each Domain is either Controlled by a Clan or is Neutral.

If it is Controlled by a Clan, the Domain is also Managed by one of its members, this manager is called a Custodian.

  •  A Custodian starts with 1 additional Blood Point at Checkin.
  • A Custodian relinquish Control or Management of a Domain to any other Character by informing the Storytellers. A Custodian can even be forced to give away Control or Management, but they need to notify the Storytellers (We can be informed through many means, even text or contract).
  • Should a Custodian perish their Domain is relinquished back to these Titles within their Clan: Warden(Ghul), Director(Revenant), your packs Speaker(Nephilim), Ambassador(Dracul), Saint(Chupacabra). If there is no Title to relinquish Management too the Domain still remains within the Clans Control until the proper Title has been restored. Clan Agamemnon Domains simply turn Neutral unless an Unhallowed Contract says otherwise.

A Clan can lose a Domain through Hunter Events, their Custodian or Clan Dracul.

Herd

For each Herd a Clan has it gains 1 Blood Point in their Blood Taxes. A Domain can have between 0 and 5 Herd.

Clan Herd from Domains & Merits: Nephilim 73, Revenant 46, Chupacabra 20, Dracul 35, Ghul 20.

Blood Tax

Each Clan has their own supply of blood, this supply is equivalent to the lHerd of all their Domains. Before each Clan meeting officially starts, each member of the Clan stands in a line in front of the Blood Taxes in the order of highest ranking to lowest. If multiple Characters have the same rank then the Clan Leader decides their order in the line.

The first in line may take as many Blood Points from the Blood Taxes they have 5 Blood Points totally. Once they are done they simply leave the line and take their place at the meeting. Then the next in line approaches the Blood Taxes. Once everyone has taken their place, if there’s any excess Blood Points, they are added to a Reform Box of the Clan Leaders choosing.
