Shadow Kingdom: The Shadow Kingdom is the concept of a Dracul & Nephilim supremacy. It has a regal structure with a strong militarization of the state, creating a military dictatorship based on etiquette & surveillance.

Vocabulary
Kingdom: The entirety of New York.
Court: The Ingame Area. (instead of Elysium)
Citizens: Every Character in New York. (instead of Socialites)
High Court: King, Queen, Chancellor, Governor, Justicar, Bishop, Magistrate, Host and the Royal Guard are the High Court.
Lower Court: Enforcers, Assessors, Court Agents & Serfs are the Lower Court.
Laws: Rules that have consequences beyond just falling in Status. (instead of Traditions)
Etiquette: Rules where the consequence is that you fall in Status. (instead of Taboos)
Audience: Once per Court evening event where policies are made. (instead of Council Meeting)
Trial: A trial where one is found guilty or innocent, followed by a sentencing of any kind. (More broad sentencing than the Undying Society Trials)

Kingdom Titles

Each Character can have a single Kingdom Title, besides any Titles they receive from their Clan. Each Title has a Duty and an Authority, the Duty is what they must do and the Authority is the power to do it. Every Kingdom Title is either part of the High Court or the Lower Court.

The High Court

The King & Queen selects & removes each position on the High Court.

The King & Queen

The Kingdom of New York has a King & a Queen, they hold absolute power. They gracefully protect and guide the Citizens of New York towards a better tomorrow. Their ways are always correct and can therefore not be judged by any Law, Etiquette or political process. Only they can Veto each other’s decisions. The King & Queen have Status: Royalty, it is simply impossible for them to lose Status.

Royal Guard

A Royal Guard has the duty & authority to protect their charge, which is either the King or the Queen. They can only adhere to any orders given out by their respective King or Queen, even if it means to be disloyal to their own Clan, a rare policy indeed. The Royal Guard is above the Laws & Etiquette. The Royal Guard gains Eminent Status upon receiving the Title. Each King & Queen can select 1 Royal Guard.

Chancellor

The Chancellor has the duty & authority to oversee the other Court Positions and make sure their duties are being upheld. The Chancellor is also in contact with each Clan Leader to make sure the proper Vox Gentis is chosen. The Chancellor can act as the voice of the King & Queen if they so choose. The Chancellor commands the Court Agents. The Chancellor gains Eminent Status upon receiving the Title.

Host

The Host has the duty & authority to make the Court of New York a proper place for the kingdom. The Host can change any decour and arrangement at Court, including where Clan Meetings are held. The Host commands the Serfs. The Host gains Eminent Status upon receiving the Title.

Justicar

The Justicar has the duty & authority to arrest any breakers, or attempted breakers, of the Laws and Etiquette and can bring them before the Bishop(In case of Law break) or the Governor(In case of Etiquette break). The Justicar commands the Enforcers. The Justicar gains Eminent Status upon receiving the Title.

Bishop

The Bishop has the duties to keep the faith of the flock and to guide them towards God. The Bishop also has the duties & authority to judge in every Trial. The Bishop gains Eminent Status upon receiving the Title.

Magistrate

The Magistrate has the duty & authority to approve any rituals before they have been cast in New York. The Magistrate commands the Assessors. The Magistrate gains Eminent Status upon receiving the Title.

Governor

The Governor has the duty & authority to determine what Status each Vampire & Ghoul of New York has. The Governor judges any breaks of Etiquette in the Kingdom. The Governor gains Eminent Status upon receiving the Title.

The Lower Court

The King & Queen selects & removes each position on the Lower Court with the advice of the respective High Court member in command of that Lower Court.

Enforcer

The Enforcer has the duty & authority to arrest any breakers, or attempted breakers, of the Laws & Etiquette and can bring them before the Justicar for further questioning. In their duties they will listen first and foremost to the Justicar. There can be up to 4 Enforcers.



Court Agent

The Court Agent has the duty of gathering any information the Chancellor deems important. The Court Agent is selected secretively and only the King, Queen & Chancellor knows the identity of any Court Agents. Court Agents can have other Court Titles except King, Queen & Chancellor. There can be as many Court Agents as the Kingdom deems necessary.

Assessor

The Assessor has the duty to assist the Magistrate, and at times take over the duty of approving any rituals before they have been cast. There can be up to 2 Assessors.

Serf

The Serfs are the servants of the Court, their duty is to make sure that the bar is kept running and other duties that the Host requires of them. There can be an unlimited number of Serfs.

Laws

Everyone beneath the King & Queen is governed by the Law. Including everyone with a Title, being part of the system is no reprieve from the system.

2 You are not allowed to talk to the King or Queen unless they talk to you first. Only the High Court may talk to the King or Queen.
3Diableries are illegal.
4Starting a physical fight or using any supernatural gifts such as Disciplines and Rituals against anyone with Eminent Status is illegal. The Justicar and their Enforcers can ignore this Law.
5Murder of a Vampire or Ghoul without consent from their Clan Leader is illegal.
6Being a Sympathiser is illegal.
7Casting any Ritual without the approval of the Magistrate or an Assessor is illegal.

Etiquette

Everyone beneath the King & Queen is guided by the rules of Etiquette, to follow Etiquette is to be proper Citizens of the Kingdom.

1Carrying Weapons or Stakes is a breach of Etiquette, unless you’re a member of Clan Nephilim or Clan Dracul.
2Not treating a Citizen according to their Status is a breach of Etiquette.

Status

Status determines your social standing in the Kingdom and just how important you truly are despite any Titles you might possess. Your Kingdom Title sets your Status and the Governor determines your Status from then on according to their discretion.

6Royalty
Everyone must bow to the King or Queen and show utmost respect and diligence, any failure to do so might get you killed. Any thoughts and actions against the King or Queen is illegal. 
5Eminent
They are your better, they run this Kingdom, better be on your best behaviour around them. Starting a physical fight or using any supernatural gifts such as Disciplines and Rituals against anyone with Eminent Status is illegal.
4Prominent
Your words carry weight and you should be treated with respect, you are an important part of the kingdom.
3Established
You will neither be treated with nor without favour.
2Improper
You will be treated as the fool you are, you can still become better if you try.
1Disdained
You are a curse waiting to drag other people with you to the bottom of your inadequacy. If you break any Law or Etiquette you will be executed.

Audience

Setup: The Throne Room has the two Thrones and three chairs on each side. Together they form a semi-circle.

Once a month, during Court, the King & Queen holds Audience. The Audience is held in the Throne Room, with all members of the High Court present. The Audience is being led by the Chancellor who will lead the proceedure on behalf of the King & Queen.

Opening of the Audience: The Chancellor welcomes the Citizens of New York to the Audience, and will announce each member of the High Court finishing off with the King & Queen who everyone must bow for.

Reports from the Realm: Each member of the High Court, except the King & Queen, must now report on their duties.

Governor: The Governor announces any new changes to Status, these changes will take in effect the next Court evening.

Justicar: The Justicar announces if anyone has been brought to Trial.

Bishop: The Bishop announces any judgements that has been made from any Trials that has been held since last Audience.

Magistrate: The Magistrate announces how many Rituals have been approved since last Audience.

Host: The Host announces if any changes will take place for the next Court evening.

Chancellor: The Chancellor announces if any members of the High Court or Lower Court has forsaken in their duties.

New Policy: Here the King & Queen announces any new policies, this is simply any changes to the system.

Vox Gentis: The Vox Gentis allows any clan that does not hold a seat at High Court to step forward one clan at a time with an issue for the King and Queen to consider. This is a privilege, not an obligation. The King and Queen will grace the clan with an answer next Audience.

Trial

A Trial is about whether or not the Accused is guilty of breaking the Law, if found guilty by the Bishop they will deliver the appropriate judgment. Once a Citizen has been brought before the Bishop, the Bishop will determine when the Trial will take place, it has to be before the Audience of the next Court evening.

A Trial consists of the Accused, the Justicar and the Bishop.

Step 1: Arrival The Trial starts with the arrival of the accused, if the accused does not turn up, they can still be judged and it usually does not look good if they stay away. The Accused may be chained to the floor if the Bishop wishes it.

Step 2: Justicar’s Evidence The Justicar will then lay out all the evidence and witnesses to reason why the Accused should be executed. If the Bishop deem that witnesses or evidence are unreliable the Justicar can use Rituals or other means to secure the truth out of the Accused.

Step 3: Accused’s Evidence When the Justicar is done, the Accused is allowed to show their evidence or witnesses to corroborate their story. The Bishop may dismiss any or all evidence if they deem it unreliable. The Accused may have a representative if they want to. In case of a dangerous Accused whose staking must be ensured, their Clan Leader will appoint a representative.

Step 4: Sentencing Once both parties have been heard, the Bishop will commence sentencing.
