A Free City?

New York is now without The Undying Society, that means three things.

For the first six months there is a Dissolution Crisis where the Undying Society tries to take back New York.
The Characters now have to figure out what to do with New York and what kind of Free City it will become.
The funding from the Syndicate Fund has been cut, leaving it up to the Characters to find a way to pay the bills, if they want to.

Claims

Claims are a political system that is put forth by the Characters. Its how they believe the city should be run, its guiding principles and of course what the law of the land is.

Every Character can at any time choose to support one Claim and can also at any point in time withdraw their support. Supporting a claim is public knowledge, and if a Claim has no support it simply ceases to be.

Every Character can choose to create a Claim to New York, multiple Claims are often at war which each other so becareful creating a Claim..

How to Create a Claim

You simply contact a Storyteller and you start the process of creating a Claim, expect it to take at least an evening to get a rough draft of a Claim.

Costs of Running a City

The Undying Society has dissappeared and so has the Syndicate Fund that covered some very “nice to have” benefits. So its now up to Characters if they want to cover the Costs.

To pay for a Cost you must control a Fund(for paying with $) or be a Clan Leader(for paying with Herd). Go to the Storytellers Room and tell us that you wish to cover a Cost. From now on the Herd or Fund is reduced by this amount, beginning from next Session. To stop paying, the Fund controller or Clan Leader must revisit the Storytellers Room to annul the payment.

The Effects begins from the first withdrawal, and not when you go into the Storytellers Room.

Cost	Effect
Bribe the Agency: 4.000.000$ or 5 Herd	Increase the Maximum Masquerade Breaches from 7 to 10. Should the Maximum ever drop below the current Breaches then reduce the current Neutral Breaches first.
Staff Earnings: 4.000.000$ or 5 Herd	Every member of the Staff adds 2 to their Clan’s Herd.
Top Tier Security: 4.000.000$ or 5 Herd	Every Item that is illegal in the Ingame area has to be Smuggled in.
